As others wrote - reflections are difficult to capture. Very interesting composition!Re your question at San Francisco Bay Daily Photo, «Louis» doesn't always take the photo from exactly the same spot - he moves around his balcony according to what he's trying to capture.
They do look wistful, as though there's so much more fun to be had outside.

This is award winning! Their stare seems lost and sad...and somehow I connect their image with the big anononimous building in the reflecion... if you see what I mean...
